But I think it will be outgeared. At a point where your replacements would be 10-15 iLvl higher it's not worth it anymore. IMHO.

Specifically for fire, if you look at keeping lower ilvl T19 gear rather than equipping 25+ ilvl higher non-tier gear in combination with the 4 piece T20 set, you are NOT coming out ahead by keeping the lower ilvl gear.
This is only for fire and assumes you have the T20 4pc set and the T19 2pc is -25ilvl lower than gear you could put in those slots of otherwise non-tier ToS cloth armor.
Other assumptions:
Talents: Firestarter/MI/FlameOn/Meteor
Legendaries: Belt/Bracer
The DPS different however isnt huge, on the order of 2-3% in favor of dumping the T19 2pc set but there is also the gain in health pool for the non-tier higher ilvl gear.
From this I would highly doubt folks with a Fire spec will be running around with T19 unless they have somehow gotten a lucky TF for 2 of the pieces once folks put ToS on farm status.
So to the OP: It depends. If you got a lucky 915+ (or even a couple of 910+) T19 tier slot and find yourself sitting on a bag of all six 915+ heroic T20 armor pieces, you MIGHT have some cause to wear the NH armor. But if you are staring at a bag of 915+ armor and 890 NH armor, the choice likely wont be hard. Dump NH crap.

I simmed it a few minutes ago and it seems that even with 4p T20 and non-set-items with at least iLvl 915 is enough to outrange the 2p T19 bonus.
So in short:
4p T20 (heroic) > 4p T20 + 2p T19
I don't really trust this but it seems to be true. Maybe some other can confrm.

I can confirm in simulation as I have been lucky enough (or unlucky as I dont have my 4pc set yet?) to get now 4 slots of 925+ non-tier armor and I have been messing around with different combos for days now because I actually farmed heroic NH enough to have a good bag selection of 905ish T19, which looks to be worthless going forward (FOR FIRE, not sure about Frost).I simmed it a few minutes ago and it seems that even with 4p T20 and non-set-items with at least iLvl 915 is enough to outrange the 2p T19 bonus.

I honestly don't know what to make of this thread.
Right now, 4pcT20 sims as a 5k dps LOSS compared to my 4pcT19, and this is despite the fact that the T19 items are lower ilvl (895 and 890 vs 2x 900s)

What sim program are you using? AMR or Simcraft/Raidbots?I honestly don't know what to make of this thread.

Using Raidbots, exchanging T20 for my T19 at the exact same ilvl 4pc for 4pc, the T20 wins although by a small margin for me.

As far as I can tell, 4p T20 for fire is about equal (maybe a littler under) to 4p T19 in my patchwerk sims. Right now, in order for me to wear 2p T19 / 4p T20, I have to take a 20 ilevel downgrade because I have T19 gloves at 920 and T20 gloves at 900, which translated into a dps loss. I even simmed it as if my T20 gloves were also 920, but still resulted in a very slight loss.
That said however, I haven't done any AOE sims, but I would imagine that 4p T20 becomes better than 4p T19 as the number of targets increases, as a +10% dmg increase to pyro and flamestrike, in my mind, has to be better than a flat % haste buff when it comes to AOE.
TLDR; Aim for 2p/4p (2p NH/4p TOS or 2p TOS/4p NH) with highest ilevel combination.
