Im assuming the question in mind was if Pre-ignited is BiS over other traits at same ilvl relic.
As you can see from Glynny's thread from this sub, viewtopic.php?f=4&t=4640 Pre-ignited is roughly tied with third place in single target and loses value the more targets are added.

It's worth pointing out that if you are running the gloves it will have a slightly higher value, probably even pushing it to the top.
