Almost every toplog for fire is IF instead of ROP, however ROP sims higher for me personally? Am i missing something or is IF way better?

It's simming higher because you pick a patchwerk fight with little to no movement as the default sim profile. RoP will always shine when you can sit in it for the full 10secs and blow your load. In reality though very few of the fights in ToS will let you sit there and pop down a rune to spend the next 10s in range of it. This is even more true on Mythic. So while it may sim higher in a patchwerk fight it won't in a real boss fight. You can confirm this in sims if you change it from patchwerk to one of the more movement heavy boss profiles. I'd wager IF becomes closer if not beating RoP.
