Probably just a base tool tip change our correction, on the current build of the ptr there are still 3 charges with flame on and 2 without flame on.

No. Red indicates text that's being removed. Look directly above that change in your own screenshot and you can see an example of text that's being removed ("reduce") and replaced ("reset").

The "Maximum 1 charges" text was added in 7.1.5(?) and was meant for the base / "rank 1" fire blast for when leveling fire mages first learn it, which wasn't even a change but ended up doing nothing but confusing people. They're just removing that confusion.
