T20 better than T21? Links inside

Hey, I received T21 4-set and I'm able to play 4p+2p in both ways (both using 4p t21+2p t20 and using 4p t20+2p t21) and my 4p T20+2p T21 sims higher than my 4p T21+2p T20

Any explanation for this? Two of the T21 pieces are normal and maybe a bit worse stats but that shouldnt give 20k dps, I feel like the T21 is underwhelming

T21 4pc is a 10% damage increase that is only in combustion whereas T20 is a 10% increase whenever you launch a pyro. Blizz messed up with those damage increases being the same.
TLDR T21 has a smaller uptime on the 10% buff so T20 is better for now

T21 2 piece also seems to be much better than T20 2 piece. T21 2 piece - T20 4 piece is simming much better for me too.

T21 is much stronger with RoP because you can have RoP on every Combustion, but I know that IF is more comfortable.

Even with Rop my 4x T20 (average of the tier pieces ilvl 935) sims ~80k higher than 4x T21 (ilvl 945). T21 starts to get better at ilvl 960 and this is with Bracer+Belt legendaries.
If I sim with Bracer+Gloves legendaries the T21 @ ilvl 945 and up sims better but not by much ~5k. Simmed with talents="1122121"
And with "3132121" the gaps are even bigger.

Since you are using Firestarter, it benefits T20 more as all your pyros in it are buffed and since you use combustion at 90% that is a bit downtime for T21.

T21 is pretty useless early on since we can burn through our Fire blasts and Pheonix Flames with our increased combustion time trait on our artifact already, so we get this short "downtime" after doing our burst rotation while still in combustion. It just doesn't line up right with the CD rate and charge # of Pheonix Flames and Fire Blast. Maybe later once fully geared with higher haste it will get that extra pyroblast chain in combustion that makes it feel fluid.
