Rune of Power Bug?

I've been wondering if this is known (and I only noticed it recently) - if you use an instant cast (pyro, phoneix flames, etc) right as u finish casting your rune of power, your instant cast doesn't actually benefit from the rune (for some reason it seems to me like it takes 0.3 more secs to actually count as a buff when u finish the cast). This is making me either cast something (like fireball or scorch) when i finish casting rune of power, or hold my instant cast for a split sec, which kinda sucks and feels rly bad =\

has anyone else encountered this?

Yup, same thing is happening here. Not sure if it's intended or not, but definitely annoying 100%.
