Are relic for Frozen Veins too good ?

Are relic for Frozen Veins too good ?

Are relic for http://www.wowhead.com/spell=195345/frozen-veins" target="_blank too good ?

I ask this question because, with our gear level, in raid and maybe mythic dungeon, uptime on Icy Veins is important.
So it end-up that relic that boost this trait up to 3s per FB crit is the best choice.

Example (based on SimC for number) :
In a standard boss fight you cast 200 Frostbolt at 45% crit (thanks to Flurry trick), you end up with 90 crit for a whole 270s gains on IV cooldown. It's 1.5 free Icy Veins.
Without those 3 relics, it's only a 3/4 of a free IV per fight.

Seeing how powerfull is http://www.wowhead.com/spell=12472/icy-veins" target="_blank (+20% damage with http://www.wowhead.com/spell=195448/chilled-to-the-core" target="_blank), I can see how other relic can beat it.

I don't say this is OP. I just say there's a design problem with this minor trait being more powerful than major trait like http://www.wowhead.com/spell=214776/its-cold-outside" target="_blank or http://www.wowhead.com/spell=195615/black-ice" target="_blank.

Not sure on the validity of the relic itself, but just wanted to point out that, Chilled to the Core is a separate buff that you get on activating Icy Veins, and therefore extending Icy Veins does not extend the duration of Chilled to the Core. Chilled to the Core lasts 20 seconds.

It's Thermal Void talent that increase Icy Veins duration. It don't affect Chilled to the Core (it could have make Thermal Void OP other wise).
Frozen Veins reduce the remaining cooldown of Icy Veins and since Chilled to the Core start with each *new* Icy Veins, then Frozen Veins increase Chilled to the Core uptime.
It's easy to check on live as Chilled to the Core have a pretty cool snow animation.

Actual SimC profile don't use it but I think it should. Even without it, Frozen veins relic are already the best relic to use.

edit> a little optimisation to the APL is needed with Thermal Void.

just in case someone want to try infinite TV.
On M Nythendra, through some really good luck I was able to keep up Icy Veins until about 10secs left on it's cooldown. That's the closest I've gotten to 'infinite IV'.

Last week I actually had some 3-4s left when IV came off CD for Ursoc. (re-cast anyways to get Chilled to the Core to proc again)
