It's not that fire is bad. Far from it.
I've been Frost since vanilla, up until Legion. It was great, slowing enemies like "Iiiiiii wiiiilllll geeeeet youuuuuu." While I run around out of harms way.
But with Legion, I wanted to do more damage! So I went Fire! And I was shooting pyroblasts like BOOM BOOM BOOM!! It was great for a while burning the flesh of my enemies.
But then Tier 21 came and it left me...lacking. I tried but it just wasn't the same. So my solution....FROST FROST FROST!!! Now I'm slowing my enemies again with perpetually hard nipples, and it's like being home again!
