Has anyone simmed a comparison of mythic lvl 930 2 set versus a ilvl 960 2 set from Court of stars and Arcway set? I feel like the higher ilvl and good proc rate for the haste buff might be better but I am terrible at simming

A quick comparison, putting on the two cloth set pieces at ilvl 930 and keeping 4set t21 comparing it to t21 4 set with t20 2 set shows a difference of 5,5% on single target and 10,5% on aoe.

So in conclusion, 2 set arcway at the same item level as 2 set t20 is weaker than the t20 by a significant amount.
