Holding Fingers of Frost and Brain Freeze procs with IF

I'm wondering if anyone has any thoughts on the following rule: holding Brain Freeze and Fingers of Frost till 4 or 5 stacks of Incanter's Flow (if you have only 1 stack of either proc) but firing off 1 proc if you already have 2 stacks (e.g. cast a FF bolt if you already have 2 stacks of BF, regardless of the IF stacks). Now, you still run into the problem of potentially wasting procs (because if you get your 2nd proc of FoF, you're already casting another frostbolt which may itself proc FoF. Same for BF), but the risk of this happening is sufficiently small at lvl 90 that it's probably worth doing. Does anyone have any thoughts on this at lvl 100, when you get a lot more multistrike gear? I had a beta key but never really played much.

It's very difficult to reply.

Any test with SimC show it to be a dps loss or at most equal dps. But it's because of the limit of simulation.

Case when it's a clear gain :
+ movement.
+ just before Prismatic Crystal.

Case when it's a clear loss :
+ with Thermal Void
+ when chain casting Frostbolt.
+ when the Crystal is up.

But instead of holding proc, other optimization can be done with better result :
+ casting Ice Nova at high stack (4-5).
+ refreshing Frost Bomb at low stack, just before casting Frozen Orb.
+ using Water Jet at low stack.
