Frost bis from eternal palace

Hi, i see the new azerite pieces that are dropped in new raid and i am a bit confused. Few have flash freeze trait. So se must hope to drop bis from titanium residium or change style of play and use others traits?

2x Frigid + Condensed Life Force would make an incredibly strong opener for the no-IL glacial guild. Undulating Tides is also apparently a BIS trait next to Flash.
