Altered Time - your #1 World of Warcraft Mage resource!

So I am looking to improve on my NoIL build, as it seems to be remarkable underwhelming, but I can;t determine on my own why so. Red trough the guide and unless I am missing something hard, I think I try to do everything right. But aparently not, based on how weak my damage seems to be.
