Frost Armor and Ice Shards

Are the passives from both Frost Armor and Ice Shards applied after the Multistrike present in your character window panel. (Just like Critical Mass was).

Frost Armor increase Multistrike by 8%. It's visible on a naked character.
Ice Shard increase Multistrike from gear so it won't show on character sheet.

Frost rocks on cleave but Fire reigns on AoE. Where is Arcane ?

No, Hotpots. What you see on your character sheet is after all modifiers.
